From October 16 to 17, 2023, the Department of Industry and Information Technology of Gansu Province, together with Jiuquan City and Aksey County Bureau of Industry and Information Technology, organized civil explosive industry experts to conduct a safety production conditions assessment on-site verification meeting on the production capacity adjustment project of the company's annual output of 14,000 tons of expanded ammonium nitrate explosive production line and 12,000 tons of colloid emulsion explosive production line. The meeting was presided over by Wei Liu, deputy director of the safety production Department of Gansu Province, the expert group was composed of five well-known industry experts such as Minzhong Cao, Zhiyi Deng, chairman of Gansu Xing’an Civil Explosive Equipment Co., LTD., and Guozheng Yang, general manager of the company, attended the meeting.

The meeting set up an assessment expert group. The expert group listened to the production capacity adjustment project and the operation of the production during the report, accompanied by the company's leaders, inspected the production line site, read the relevant information. After discussions at the meeting, the expert group believes that the safety production conditions of the Jiuquan Xingan Civil Explosive Equipment Co., Ltd. with an annual output of 14,000 tons of expanded ammonium nitrate explosive production line and an annual output of 12,000 tons of colloid emulsion explosive production line adjustment project meet the requirements of industry management, and unanimously agreed to pass the safety production conditions assessment.

Wei  Liu congratulated the project on passing the assessment of production safety conditions, thanked and affirmed the rigorous and meticulous work style of the expert group, and put forward specific requirements for future work, pointing out that it is necessary to continue to strengthen the management of production safety, further implement the main responsibility of the enterprise, effectively improve the quality of accident hidden dangers investigation and rectification, and carry out major risk hidden dangers inspection. Plug security loopholes and build a strong line of safety production.

Finally,  Zhiyi Deng, the chairman of the company, expressed his sincere thanks to the industrial authorities and the expert group for their hard work and careful guidance. And he said that the company would immediately organize the implementation of the valuable opinions and recommendations of the expert group. The company will continue to promote standardization and 7s construction, further improve the level of safety production management, promote the high-quality development of the company, and make greater contributions to the economic development of ethnic local areas.

The adjustment of the production capacity of the two explosive production lines has effectively improved the productivity and market competitiveness of the company, and is a specific measure for the company to actively implement the requirements of the "14th Five-Year Plan" civil explosive industry development plan.
