On February 20-21, 2024, the Department of Industry and Information Technology of Guangdong Province held a preliminary design review meeting for the 24,000-ton/year colloidal emulsion explosive production line expansion project at Hongda Civil Explosives' Xining production site (Huawei Chemical) in Xingning, Meizhou City. Representatives from the Industry and Information Technology Bureau of Meizhou and the Xingning Science and Technology Bureau attended the meeting.

Review Meeting

An expert panel was formed to evaluate the project. The experts listened to presentations from the project construction entity, design entity, and equipment transfer entity, reviewing the design documents and safety pre-evaluation report. After inquiries and discussions, the experts concluded that the project's design basis was adequate, layout reasonable, and process flow smooth. It meets the management requirements for civil explosives and complies with relevant national laws, regulations, standards, and specifications. The panel approved the preliminary design of the 24,000-ton/year colloidal emulsion explosive production line expansion project.

Chen Zhiqun, Second-Level Inspector of the Department of Industry and Information Technology of Guangdong Province, and Li Jianxiang, Leader of the Expert Panel, emphasized the importance of companies fulfilling their safety production responsibilities. They encouraged Huawei Chemical to continue enhancing training and education for employees and to implement the "six ones" for safe resumption of work and production after holidays, ensuring ongoing safe and efficient development.

The approval of this preliminary design review ensures the smooth advancement of the expansion project, laying a solid foundation for the concentrated production of civil explosives in the eastern Guangdong region.
